Mr. Orr is currently a Member Health Professions Review Board and a past Member of the Environmental Appeal Board; Oil and Gas Appeal Tribunal; Forest Appeals Commission. He has a litigation background in both criminal and civil matters and is long standing Inquest Counsel for the BC Coroners Service.
Mr. Orr has conducted a great many arbitrations since the late 1980s. He has been appointed by the Labour Relations Board under both sections 86 and 104. Appointed on many occasions by the Federal Mediation and Conciliation Service. Provided arbitral awards in the forest sector, mining, pulp and paper, trucking, marine (tug boats), education, hotel and hospitality sectors and health services.
Mr. Orr has been retained to conduct many independent investigations of personal and sexual harassment complaints. He has conducted investigations and provided detailed reports in both the government and private sector, including fact finding and if requested making recommendations or conducting mediation of harassment disputes.Dispute Resolution Experience and Training
Senior Adjudicator Indian Residential Schools Settlement – Conducting hearings and adjudications throughout western Canada of serious claims of physical and sexual assault for former students of residential schools. This work involved intensive immersion in many First Nation’s cultures and ceremonies. The 3 billion dollar Settlement resulted in some 35000 claims being adjudicated by Mr. Orr and others over a 10 year period.
